1. Overview:

Prime Time Dynasty (PTD) is a 12 team, non-IDP, superflex dynasty league established in 2019. Owners build their initial roster via a combo auction/serpentine draft. The regular season is 13 weeks with the playoffs starting in week 14.

2. Divisions:

There will be three divisions (American, National, and United). Each division will have four teams.

Initial divisional placement will be determined by a dice roll shortly after the league has 12 paid owners.

The divisions will be realigned every three (3) years (2022, 2025, etc.) The realignment will be done by adding up the victory points of each team the last three years and holding a draft by the top three ranked teams (tie breaker will be the 3rd years victory points). Each of the top three teams will be placed in a division (1st in American, 2nd in National, third in United) and will draft their division rivals. The order of the draft will be by ranking (i.e. The team with the highest number of victory points will select first, followed by the second, then the third). Subsequent rounds are reverse order of the previous round. The draft will be done through the league message board with each draft choice having a time limit of 24 hours. In the event an owner does not select a team within the 24 hour time limit then the highest ranked team (by victory points) remaining will be selected automatically. The draft will start the following Wednesday after completion of the rookie draft. Note: In the event one of the top three owners will be unavailable at the time of the divisional draft, the commissioner has the authority to change the draft date to a time when all three drafting owners are available. The owner must notify the league that they will be unavailable prior to the start of the divisional draft.

3. Roster Management:

Note: Roster = Active Roster + Taxi Squad + IR Players. If the rules don't specify Active Roster then they refer to the Roster.

Rosters will consist of players from the following positions: Quarterback (QB), Running Back (RB), Wide Receiver (WR), Tight End (TE), and Team Defense (DEF).

Regular season: Each team will have 20 active roster spots, 4 Injured Reserve (IR) roster spots, and 4 Taxi Squad (TS) roster spots. Teams cannot have more than 20 active players or 28 total players on their roster for more than 24 hours. The absolute maximum at any time during the regular season is 22 active players and 30 total players on the roster (due to uneven trades).

Off-season: After the site is upgraded and salary raises are inputted, owners will have four weeks to cut enough players to field a roster of 18-24 players while staying at or under the $1,000 cap. The maximum roster size during the off-season is 24 players.

There are three roster cutdown periods during the off-season. In the off-season, players can only be dropped during these periods:

a. Feb TBD - Mar TBD, 2020. The salary cap is decreased to $1,000 on February TBD, 2020. Owners ability to drop players is restored. All owners will then have four weeks to cut/trade enough players to get at or under the $1,000 salary cap. Rosters must have at least 18 players and a salary of $800. The salary cap will be a soft cap during the four weeks to allow for transactions. The salary cap is changed to a hard cap on Mar TBD, 2020.

b. May TBD - June TBD, 2020. Roster drops are enabled for one week starting the last Monday in May. All teams will have 16-20 players on their roster prior to the rookie draft to account for any rookie picks they may have traded for.

c. May 14 - June 16, 2019. Rosters drops are enabled following the completion of the rookie draft and rookie player salaries are inputted. All teams will have 16-24 players and 16-22 active players on their roster prior to the start of weekly free agent auctions.

If a team has more than 22 active players on their roster at 10 PM ET on June 16, 2019, the Commish will demote/drop players at his discretion. Once the deadline has passed, the owner will have no control over who gets demoted/dropped.

d. August 4, 2019. All teams will have 16-24 players and 16-20 active players on their roster prior to the start of preseason BBID waivers.

If a team has more than 20 active players on their roster at 10 PM ET on August 4, 2019, the Commish will drop players at his discretion. Once the deadline has passed, the owner will have no control over who gets dropped.

The minimum active roster size is 18 players during the season. Going below 18 players will result in the revocation of the ability to drop players.

3A. Injured Reserve:

Owners can place up to four players on Injured Reserve (IR) between the start of the NFL preseason and the end of the NFL regular season. Only players designated by MFL as being on IR may be placed on IR. There may be a day or two lag between when the time the NFL team actually puts the player on IR and when MFL reflects this on the league page. Until MFL indicates they are on IR, they will not be able to be placed on IR on your roster. While on injured reserve, 30% of the player's salary will count against the salary cap, but the player is not considered part of the active roster so you can add a player from free agency to fill the empty active roster spot given that you have enough cap room to add a free agent. Only players on the active roster may be placed on injured reserve. The Commish will activate all players on IR the week after the league championship.

3B. Taxi Squad:

Owners can place up to four players (rookies and 2nd year players) on the Taxi Squad (TS) between the end of the rookie draft and the end of the NFL regular season.

Regular Season Taxi Squad - Once promoted, a player can not be demoted back to the Taxi Squad for 14 days.

While on the taxi squad, 15% of the player’s salary will count against the salary cap. Once TS players are activated, 100% of the player's salary will count against the cap.

Any players still on the taxi squad will be activated and placed on the active roster when the site is upgraded.

3C. Positional Roster Limits:

QB 0-4, RB 0-10, WR 0-10, TE 0-5, DEF 0-5

Players on the Taxi Squad and Injured Reserve will NOT count against your positional roster limit.

Owners are responsible for making sure they are within positional roster limits. If you are out of compliance and have been given notice, then after 24 hours or game sensitive time the commissioner can drop players to make sure you are within limits.

4. Auction/Draft Overview:

Owners will build their team via a combination of an eight round auction followed by a 16 round serpentine draft and a four round rookie draft. Both the auction and the drafts will be conducted on the league site and are slow or "e-mail" style. Owners will bid/draft players, team defenses, and rookie draft picks during the initial auction and the initial draft.

4A. Initial Auction:

The PTD Initial Auction starts on Monday, March 18, 2019 at the league web site. Each franchise is allotted $890 bidding bucks for the initial auction.

It will include all NFL players and free agents in the MFL database as well as rookie draft picks.

Each owner will nominate two players/rookie draft picks daily and post their nominations on the message board for tracking purposes. Nominations can only be made between 6 AM and 12 AM (midnight) ET. Bidding is “open bidding” but owners do not necessarily see the highest bid. The player is then awarded to the team with the highest bid after no higher bids have been made on that player after the auction timer has expired. The timer is initially set at 16 hours for the start of the auction on Monday and reduced by 2 hours every 18 hours, depending on Commish availability.

Open nominations begin on Friday, March 22 at 6:00 AM ET. There is no limit to the number of players owners can nominate.

If an owner fails to nominate two players by midnight, the Commish will submit nomination(s) for them. If any team has less than eight players on their roster with no pending bids at 9:00 PM ET on Friday, the Commish will nominate player(s) for that team.

Owners who nominate more than two players or fail to nominate players will have their blind bidding money reduced to $0 following the draft.

Owners cannot have more than eight completed/pending bids at anytime. The auction ends when all teams have eight players/rookie draft picks on their roster.

The winning bid for a player will become their salary.

The minimum salary for any player acquired in the auction will be $10 no matter the winning bid.

4B. Initial Draft:

The PTD Initial Draft starts on Monday, March 25, 2019 at 9 PM ET. The draft is a slow e-mail style draft. The team with the most remaining bidding bucks will have the the first pick, etc. The order of the next round will be reverse order of the previous round. The draft will continue in a serpentine order until all teams have 18 players/rookie draft picks. Any combination of positions is allowed but owners must draft enough players/defensive teams to field a full starting lineup.

The time limit between picks is 12 hours for the first round so everyone knows the draft has started, 10 hours for rounds 2-6, 8 hours for rounds 7-11, and 6 hours for rounds 12-16. The draft timer will be suspended from midnight to 6 AM ET daily (reduced by one hour every three days). You can still make picks but the clock will be stopped. Picks are made through the website and e-mail notifications are then sent out to all teams that have the option selected in their franchise setup. Be sure to check the website to ensure than an e-mail alert was not 'lost in cyberspace'. If you miss your pick, the site will automatically select a player for you according to ADP.

After every four rounds, the following salaries will be given to players:

a) Round 1&2 - $15
b) Round 3&4 - $13
c) Round 5&6 - $11
d) Round 7&8 - $9
e) Round 9&10 - $7
f) Round 11&12 - $5
g) Round 13&14 - $3
h) Round 15&16 - $1

Any team that goes over the $1,000 cap after all salaries are inputted will be notified and have 96 hours to trade/cut players to get under the cap.

Once the initial draft is complete, the average of the auction bidding bucks balance and cap room available post draft (rounded up) will be added to a team's in-season BBIDs used for weekly waivers.

4C. Initial Rookie Draft:

The PTD Initial Rookie Draft starts on Monday, May 13, 2019 at 8 AM ET. The draft is a slow e-mail style draft. There are four rounds.

The time limit between picks is 8 hours for all four rounds. The draft timer will be suspended from midnight to 6 AM ET daily. If the timer expires then the pick is skipped and the next owner is on the clock. The skipped owner will be allowed to make a replacement pick from the available pool of rookie players by posting their selection in the chat as well as notify the Commish via GroupMe DM or e-mail.

Any team that goes over the $1,000 cap after all rookie salaries are inputted will be notified and have 72 hours to trade/cut players to get under the cap.

4D. Subsequent Rookie Drafts:

Subsequent Rookie Drafts will start on the first Monday in June. The draft is a slow e-mail style draft. There are four rounds.

The time limit between picks is 8 hours for all four rounds. The draft timer will be suspended from midnight to 6 AM ET daily. If the timer expires then the pick is skipped and the next owner is on the clock. The skipped owner will be allowed to make a replacement pick from the available pool of rookie players by posting their selection in the chat as well as notify the Commish via GroupMe DM or e-mail.

I. Subsequent Rookie Draft Order:

Order of 1st round: The team with the least amount of victory points will have the first pick, the team with the most victory points will have the last pick, etc. Tiebreaker is won/loss record then total points scored in case teams have the same amount of victory points.

Order of 2nd round: The toilet bowl champion will have the first pick, runner-up will have the 2nd pick, etc. The league champion will have the 12th pick, the runner-up will have the 11th pick, etc. Picks 7-8 are based on playoff seeding.

Order of 3rd round: Reverse order of the 1st round.

Order of 4th round: The team with the least amount of points scored (regular season) will have the first pick, the team with the most amount of points scored (regular season) will have the last pick, etc.

II. Subsequent Rookie Salaries:

Once the draft is complete, 1st round salaries will be assigned as such:

a) 1.01 - $100
b) 1.02 - $92
c) 1.03 - $84
d) 1.04 - $76
e) 1.05 - $68
f) 1.06 - $60
g) 1.07 - $52
h) 1.08 - $44
i) 1.09 - $36
j) 1.10 - $28
k) 1.11 - $20
l) 1.12 - $12

2nd round picks will be assigned $8 salaries, 3rd round picks will be assigned $4 salaries; 4th round picks will be assigned $2 salaries.

Any team that goes over the $1,000 cap after rookie salaries are inputted will be notified and have 72 hours to trade/cut players to get under the cap.

5. Schedule:

Each week you will play another team head to head according to the fantasy schedule. All teams will play each team in its own division twice during the regular season and each non-division team once except for one random team. In odd years, teams will play divisional games weeks 1, 3, 6, 8, 11, and 13 with non-division games weeks 2, 4-5, 7, 9, and 12. In even years, teams will play divisional games weeks 2-3, 6-7, 10, and 13 with non-division games weeks 1, 4-5, 8-9, 11, and 12.

6. Weekly Starting Lineups:

Weekly starting lineup for each team is as follows:

  • 1-2 Quarterback (QB)
  • 1-3 Running Back (RB)
  • 2-5 Wide Receivers (WR)
  • 1-3 Tight End (TE)
  • 1 Team Defense (DEF)

Total Starters: 10

6A. Weekly Lineup Submissions:

Weekly lineup submissions will be handled by MFL. Basically, each player's weekly lineup deadline will be just before that player's game time. So if a player has a game time of Sunday at 1:00 PM Eastern the lineup decision for that player will have to be made before that time. If he is listed as "starting" at that time, he will be counted toward your score for the week. If he is not listed as a starter at that time, he will not be counted and you must use a different player (whose game has not started yet) in that slot. If an owner fails to submit a valid weekly starting lineup, the previous week's lineup will be used. Even if the team wishes to use the same lineup as the previous week, a team must resubmit that lineup using the MFL system.

Each owner must make every effort to submit a complete starting lineup each week of active players. Owners must ensure they make the necessary transactions during the week to ensure that their lineups meet these requirements. This rule is in place to allow the Commissioner to act if it appears that an owner is not participating actively in the league or attempting to throw games "on the sly" which are both situations that would place an owner in jeopardy of possible expulsion from the league. The Commissioner will thoroughly review the situation if an owner submits a lineup two weeks in a row with a player(s) on bye. The Commissioner will use his discretion concerning addressing the owner/situation.

If an owner cannot access the site to submit his starting lineup, he or she can submit their lineup or lineup change(s) via e-mail prior to the deadline. The e-mail must be received by the Commish and his opponent prior to the deadline. The Commish will input the lineup or change as soon as possible.

7. Team and Player Scoring:

A decimal scoring system (2 decimal places) and negative point scoring will be in effect for all positions. The official league scorekeeper will be MFL. All official scoring changes recommended/offered by MFL before the start of the first NFL game of the following week will be accepted, even if they change the outcomes of games.

The team with the highest score wins. Your team score will be determined by adding up your players' points and your defensive team's points using the scoring system. In case of a tie, the game ends in a tie.

The current scoring rules are available on the main menu under Reports >> Rules >> League Scoring. It is the responsibility of every owner to review the scoring rules prior to the start of each season and relay any issues to the Commissioner at that time.

Scores are considered official, final and unchangeable after stat changes are published. After scores become official they will not change for any reason.

8. Victory Points and Standings:

Each week teams receive 2 pts for a win, 1 pt for a tie, 0 pts for a loss in addition to 2 pts for a top 4 scoring team for the week, 1 pt for a middle 4 scoring team, and 0 pts for bottom 4.

The league standings will be determined by the following in order:

1. Victory Points (higher is better)
2. Overall Winning Percentage
3. Total Points Scored (higher is better)
4. Total Pts. Scored Against (higher is better)

In the unlikely event that all four of the primary standings criteria result in a tie, a coin flip will be used as a tie-breaker. Note that head-to-head record is NOT part of the standings criteria.

9. Playoffs:

The playoffs occur weeks 14-16. Six teams qualify for the playoffs. The division winner with the most Victory Points is the #1 seed (highest seed), division winner with the 2nd most Victory Points is the #2 seed, and the remaining division winner is the #3 seed. The wildcard team with the most Victory Points is the #4 seed, etc. In case of any ties, overall winning percentage is the first tiebreaker and total points scored is the second tiebreaker.

Week 14:

Quarterfinal 1 - Seed #3 vs. Seed #6
Quarterfinal 2 - Seed #4 vs. Seed #5

Byes - Seed #1 & Seed #2

Week 15:

Semifinal 1 - Seed #1 vs. lowest seed remaining that won in week 14
Semifinal 2 - Seed #2 vs. highest seed remaining that won in week 14

Week 16:

Championship Game - Winner Semifinal 1 vs. Winner Semifinal 2
Consolation Game - Loser Semifinal 1 vs. Loser Semifinal 2

9A. Playoff Home Field Advantage:

During weeks 14 and 15 of the playoffs, the higher seeded team will have home field advantage and receive additional points. For week 14 games, Seed #3 will receive 6 additional points (double the difference in seeds) and Seed #4 will receive 2 additional points. If the lower seeded team has the same or more Victory Points than the higher seeded team, the home field advantage will be the difference in seeds, not double. For week 15 games, the home field advantage will be the difference in seeds plus 1 point using the original seeding. For example, if Seed #1 plays Seed #5 in Semifinal 1, Seed #1 will receive 5 additional points.

There is no home field advantage for games played during week 16.

9B. Toilet Bowl:

The six non-playoff teams will play during weeks 14-16 in the Toilet Bowl. The teams will be seeded #1 - #6 according to victory points and total points scored in case of a tie.

Quarterfinal 1 - Seed #1 vs. Seed #6
Quarterfinal 2 - Seed #2 vs. Seed #5
Quarterfinal 3 - Seed #3 vs. Seed #4

Week 15:
Semifinal 1 - Winner of Quarterfinal 1 vs. highest scoring week 14 team that lost.

Week 16:
Team that did not advance to week 15 vs. Team that did not advance to week 15 (Winner - 5th place; Loser - 6th place)
Loser Semifinal 1 vs. Loser Semifinal 2 (Winner - 3rd place; Loser - 4th place)
Winner Semifinal 1 vs. Winner Semifinal 2 (Winner - 1st place; Loser - 2nd place)

10. Tiebreaker Rules:

Regular season tie games are allowed. In the event a team ends a game in a tie, the tie game will reflect as one-half of a win and one-half of a loss.

In case two or more teams have the same amount of victory points during the regular season, the tiebreakers are:

Division Champions tiebreaker:

1. Overall Record
2. Best Head to Head record (added up) between all tied teams
3. Division Record
4. Most Points Scored
5. Highest single game score to date.
6. Coin Flip

Wildcard tiebreaker:

1. Overall Record
2. Head to Head record (except three or more way ties)
3. Most Points Scored
4. Highest single game score to date
5. Most Points Against
6. Coin Flip

Regular Season Champion tiebreaker:

1. Overall Record
2. Head to Head record (except three or more way ties)
3. Most Points Scored
4. Division Record

Playoff Game tiebreaker:

During a playoff game, each team must designate one of their reserve players as a tie-breaker player in the comments section when submitting their lineup for that week. That players points will only count in the case of a tie.

If the game is still tied after the first tie-breaker (because both teams tie-breaker players scored the same total), the winner will be determined by the highest scoring individual player on each team for that particular week.

If both of the highest scoring players score the same amount of points, then the next highest scoring totals will be used until we have a winner.

Lastly, if a tie is still in effect after all of the above have been done, a coin flip will determine the winner.

11. Salary Cap:

11A. Preseason Salary Cap

The salary cap per franchise is $1,000. Teams that go over the cap must cut and/or trade players within two weeks of going over the cap. If a team is over the cap for more than 14 days, the Commissioner will cut players at his discretion until the team is at or under the cap. The Commish will attempt to cut the oldest player, 2nd oldest, etc. but it is not mandatory.

11B. Regular Season Salary Cap

72 hours prior to kickoff of the first game of the season, each team’s salary cap will be increased to $1,100. If a team goes over their salary cap after making a trade, the owner has 24 hours to cut players to get under their cap. The salary cap will be decreased to $1,000 when the site is upgraded and salary raises are inputted.

12. Blind Bidding Dollars:

Each team will have “non-real” money known as blind bidding dollars (BBIDs) available to spend on the Initial League Auction, Regular Season Weekly Free Agent Auctions, Rookie Draft and Preseason Free Agent Auction. For the initial league auction and rookie draft, all teams will have $1,000 BBIDs to bid with.

Each team will start with $200 Blind Bidding Bucks (BBIDs) for the season which will be used to bid on free agents during weekly blind bidding. Any unused BBIDs will be carried over to the following year at which time each team will also receive an additional $200 BBIDs. Blind Bidding Dollars may also be included in trades.

BBID amounts are listed in the transactions tab. It is the responsibility of the owner to verify that his BBID amount is accurate at any given time. If there has been an accounting error, an owner must inform the Commish of the error and the Commish will attempt to resolve the issue.

13. Transactions:

Transactions consist of Free Agent Signings and Trades. They are instrumental to the success of your team. It is very important that you remain active and up to date on all information regarding your players. Note: Only owners who have paid their entry fees are allowed to make transactions.

13A. Free Agency:

Free agency signings will be conducted every week concluding December 22. All free agent transactions during the season will be submitted thru the league site. Any player not currently on a roster, but either already signed to an NFL contract or eligible to be signed to an NFL contract may be picked up during the free agency process. Once a player is dropped, there is a waiting period of four days before he can picked be picked up by another team, including yours.

13B. Preseason Free Agency:

Preseason free agency will be conducted via weekly auctions and BBID waivers.

I. Preseason Auctions

The preseason weekly auction will begin on the third Monday in June (June 17, 2019). Auction funds = bidding bucks balance + $10.

Owners can nominate two players each week.* The minimum bid is $1 with $1 increments.

The timer is 12 hours and will reset back to 12 hours when the high bidder changes.

Once an owner wins two players, he can no longer nominate or bid on players until the new week starts (Monday at 8 AM ET).*

*Any violations will result in a loss of $50 BBIDs for each offense.

The preseason auction ends on Sunday, August 4.

II. Preseason BBID waivers

The week following the last preseason auction, owners can drop and add players via blind bidding waivers (see below).

BBID waivers will start on Monday, August 5. Owners can submit BBID waivers starting at 8 AM ET on Mondays. Waivers will process on Thursdays at 11:00 PM ET. There is a limit of two players that can be picked up by each team each week during the three weeks of preseason waivers. The preseason waiver period will end each year on Thursday of Week #3 preseason NFL games. There will be no FCFS waivers during the preseason.

Blind Bidding Ties are Broken By: Earliest Submitted Bid Wins

13C. Regular Season Blind Bidding Waivers:

Owners can drop and add players during the season via blind bidding waivers. BBID waivers will run weeks 1-16. The free agent system will be a “blind bidding” process. Each team will start with 200 Blind Bidding Bucks (BBIDs) for the season to include the preseason, and will be permitted to bid for free agents on a weekly basis. No team will be informed of any other team’s free agent bids until after the winning bids have been awarded. The team with the highest bid on any given player will be awarded that player. The amount of the winning bid will be deducted from the winning team’s free agent dollars. If a team’s free agent dollars go to zero, that team will no longer be allowed to bid for the rest of the season. No bid will be accepted that is larger than a team's remaining BBIDs. The minimum bid is $1. All bids must be in increments of dollars (no cents).

Bidding Time Frame: The bidding process starts Week 1 on September 2, 2019 at 10:00 PM ET and ends Week 16 on Wednesday, December 18, 2019 at 11:00 PM ET. Bids will be accepted on the league web site from Monday at 10:00 PM ET until Wednesday at 11:00 PM ET in each of these weeks.

Conditional Bids: In the event you may lose out on a player, you can place conditional bid(s) for other players during the bidding time frame. The first conditional bid will become relevant only if you lose out on the first bid. Subsequent conditional bids will become relevant only if the previous conditional bid fails. Bids do not require conditional bids. Bids may have several sequential conditional bids, but may not include bidding on the same player more than once.

Blind Bidding Ties are Broken By: How Long Since Franchise Won A Bid (longest time wins)

The salary of players picked up during BBID waivers will stay with the player.

Free agents with a $0 salary acquired during BBID waivers will receive a salary of the winning bid.

13D. First Come First Serve Waivers:

A first come first serve (FCFS) waiver period will be open weekly from Thursday at 1:00 PM ET to Sunday at 1:00 PM ET.

The salary of players picked up during FCFS will stay with the player. The Commish will give players a $10 salary within 48 hours if they do not have a salary.

FCFS waivers end on December 22, 2019.

Number of Waivers: Owners can add/drop a maximum of four players per week via waivers/FCFS free agency.

The Commissioner or Assistant Commissioner will have final approval for any questionable drops that may be deemed collusive or roster dumps from owners that may be quitting the league from the week prior to the league playoffs through the final Friday waivers prior to the league championship.

13E. Trades:

Trades are processed once they are accepted by both owners.

A trade may put a team over the roster limit. If a trade puts a team over the roster limit, they can drop player(s) or contact the Commish to drop player(s) in order for the roster to be valid.

The salaries of players involved in a trade will stay with the players when they are traded. If a team trades Marcus Mariota ($10 salary) for Anthony Miller ($30 salary), the team that receives Miller would need to be at least $20 under their cap prior to the trade being processed or would be forced to cut players within 24 hours of the trade being processed to get under their cap.

There is no limit to the number of trades a team can make.

A player cannot be traded back to a team during the season until four (4) games have passed. During the off-season a player may be traded back and forth between teams without limitation.

Blind bidding dollars are tradeable as well as future draft picks.

Owners can trade future draft picks up to one season in advance. (i.e. trading 2020 draft picks during the 2019 season). Trading a future pick(s) will require the following payments:

Trading a future 1st round rookie pick = $50 non-refundable deposit before the trade is officially processed.
Trading a future 2nd round rookie pick = $30 non-refundable deposit.
Trading any other rookie picks (rounds 3-4) = $20 non-refundable deposit.

Deposits are not required if owners trade future picks for future picks and they are within one round unless one of the picks is a 1st round pick. For example, the following trade does not require a deposit: Player A and a 2020 2nd round pick for Player B and a 2020 3rd round pick. The following trade would require a deposit: Player C and a 2020 2nd round pick for Player D and a 2020 4th round pick.

These deposits will be applied to the following years league dues and in the event an owner leaves the league they will be used as discounts to help attract replacement owners.

Owners will not pay more than $70 in deposits.

Collusion is not permitted and will be strictly enforced. Collusion is defined as two or more teams conspiring to do something to the detriment of the league or a different team. An example of collusion is trading your stud players to your buddy's team so he has a better shot at the championship, while getting lesser players in return for a share of the prize money.

If any owner wishes to dispute/challenge a trade, they must contact the Commish via e-mail and give a specific rationale as to why the particular trade is collusional or extremely lopsided. This e-mail must be received within 48 hours (during the season) or 96 hours (during the off-season) of the trade being announced. The trade and rationale will be posted on the message board immediately following the rejection. The reason must be specific and not simply, "I don't agree with the trade ..." or "I want to call a vote ..." That is not specific, that is vague. Owners who challenge a trade will remain anonymous.

If two owners dispute a trade, the Co-Commish will decide whether the trade should stand or be reversed. If one of the trading teams is owned by the Co-Commish then the Commish will make the decision on the trade. The challenge is NOT announced to the league. The challenge is announced to the owners involved in the trade. The owners have the option to submit to the Co-Commish or Commish a e-mail (50 words or less) why he believes the trade improves or maintains his team's competitiveness. Owners have 48 hours to send this e-mail. The decision will be posted on the message board within 72 hours and is final.

If three or more owners dispute a trade, the trade is tentatively reversed by the Commish. The reversal is announced on the message board. Either owner whose trade was undone will then have 48 hours to call for a vote (3 day poll during the season, 6 days during the off-season). In order to reinstate the trade, at least 58% of teams must vote for the trade to stand (minimum of four votes to let trade stand). If all 12 owners vote, seven owners must vote in favor of the trade in order for it to stand.

The Commish can apply penalties for abusing this process. Note: If a trade involves a draft pick which is coming up, the status of the trade (above) must be all finalized before the pick can occur.

Trading is suspended between the kickoff of the first week 12 game and resumes after the site is upgraded for teams who have paid their entry fee for the upcoming season.

14. Player Pay Raises/Decreases:

Players will be given a raise if they perform moderately or better. Pay raises/decreases will be calculated and applied at the start of the offseason, according to the league calendar. The algorithm below will be used in calculation of pay raises/decreases. The rankings are determined from the previous season's Top Performers/Player Stats report.

Top 5 QB, 15 RB, 20 WR, 5 TE, 5 Def:
*Raise = 10% x years of service

QB 6-10, RB 16-30, WR 21-40, TE 6-10, Def 6-9:
*Raise = 5% x years of service

QB 11-25, RB 31-70, WR 41-80, TE 11-30, Def 10-23:
No change

QB 26+, RB 71+, WR 81+, TE 31+, Def 24+:
**Decrease = 7.5% x years of service

*If a player stays on the taxi squad the entire regular season, he will not have his salary raised.

**Only players who were started a minimum of two fantasy games (regular season only) are eligible for a salary decrease.

14A. Fee Agent Salary Resets:

Salaries of free agents will be reset to $0 when the site is upgraded the following season and shortly after the 3rd roster cutdown period.

15. Rule Changes:

In order to change the rules, owners will e-mail rule change proposals to the Commish the first three weeks of March which will be voted upon by the league owners the last week of March. Proposal(s) will be forwarded to the league and each owner will have one week to vote. Note: "abstaining votes" do not count as either a "yes" or "no" vote. Proposals will require a minimum of 5 affirmative votes to pass, but also must reflect at least a 50% + 1 margin of those casting votes to pass. This proposal means that there is no specific quorum, but a vote with only 5 people voting can only pass if the vote is 5-0.

Number of people voting -- outcomes:

1 - proposal is defeated
2 - proposal is defeated
3 - proposal is defeated
4 - proposal is defeated
5 - proposal is adopted if the vote is 5-0
6 - proposal is adopted if the vote is 6-0 or 5-1
7 - proposal is adopted if the vote is 7-0, 6-1 or 5-2
8 - proposal is adopted if the vote is 8-0, 7-1 or 6-2
9 - proposal is adopted if the vote is 9-0, 8-1, 7-2 or 6-3
10 - proposal is adopted if the vote is 10-0, 9-1, 8-2, or 7-3
11 - proposal is adopted if the vote is 11-0, 10-1, 9-2, 8-3, or 7-4
12 - proposal is adopted if the vote is 12-0, 11-1, 10-2, 9-3, or 8-4

Any rule proposals that are passed shall go into effect immediately.

Proposals cannot be submitted on a rule for at least two years after a previous proposal has been voted on the same rule.

If an owner fails to vote on proposals, he will immediately lose 25 BBIDs. Failure to vote in two consecutive rule proposal periods will result in removal from the league. If the owner has paid his entry fee, he can request a refund. Franchise fees will not be refunded.

Note: The Commissioner does not have the authority to change league rules during the season, with the exceptions of 1) making changes to address typographical errors on the league web site, 2) software programming issues or 3) setting league draft dates. Any proposals submitted by the Commissioner are subject to the same voting criteria as those submitted by any other owner.

15A.Rule Re-Evaluation:

From time to time, a situation may arise in which the rules, as written, may lend themselves to harming the position of a team in a way for which they were not meant to do when written. If such a situation arises, the league Commissioner has the right to re-evaluate the league rules to determine whether the situation at hand is such that the intent of the rules when they were written can not be upheld because the literal interpretation would lend itself to the contrary. If so, the Commissioner can forego the rules, as written, in favor of the rule's intent.
If the commissioner comes to such a decision, he must inform the other league owners by email; explaining the situation, the decision to forego the rule in question, and the reasoning for making such a decision. League owners who believe that the situation in question does not warrant a reevaluation of the league rules must inform the commissioner within 24 hours. If six (6) league owners independently send a message to the Commissioner stating that they do not believe the rule should be forgone, the Commissioner's decision will be overruled. If not, the Commissioner's decision will be final.

15B.Rulebook Gaps:

In the event that a situation should arise in which no effective solution can be found due to ambiguities in the league rules, the league Commissioner has the right to use his own discretion to resolve the issue. That decision must then be followed consistently for any situation of significant similarity for the remainder of the season.

16. Governance:

16A. Commissioners' Duties: The Commissioner is responsible for maintaining the league web site, the rules site, and contacting MFL Support for any league wide issues with the site. Owners can and should contact MFL Support for help with individual issues. As Commissioner, I do not make any profit running the leagues. The only compensation is a partially waived entry fee.

16B. Assistant Commissioners' Duties: The Assistant Commissioner (AC) will be selected by the Commissioner and remain in that role until he/she relinquishes the position or is no longer an owner in the league. The powers of the AC include assuming the duties of the Commissioner if need be, making recommendations on improving the league to include rule changes that do not require a vote, giving advice to the Commissioner if league issues arise and handling league disputes that directly involve the Commissioner or his team.

The AC for the 2019+ season is TBD.

17. League Disputes:

Any disputes will be sent directly to the Commissioner who will then either make a decision which will be final or forward said complaint to the league for a democratic vote. The overall good of the league as a whole will be greater then the benefit to any sum of its constituents.

18. Owner Responsibilities:

Owners are expected to do everything within their power to run that team to the best of their ability. Any owner who can't do that, will be removed from the league. I know that may seem harsh, but I refuse to allow any owner to jeopardize the overall integrity of one of these leagues.

1. Owners are required to log in to the league web site and visit the home page so that it registers on the franchise owner activity module. Any owner who is inactive for more than 10 days during the regular season and more than 45 days during the off-season will receive a warning. If the owner continues to be inactive for more than 14 days during the regular season or more than 60 days during the off-season, that owner will be removed from the league. If there are legitimate personal reasons for an owner's leave of absence, the Commissioner should be notified of the situation in advance and the league will work with the owner to deal with the situation. If notification is not possible due to circumstances (health issues, etc.), the situation will be dealt with on a case by case basis.

2. Be ready to draft when the draft starts. For league with slow drafts, it is expected that each owner will make their picks as quickly as is humanly possible. Try to be considerate to your fellow owners by using the pre-draft feature if you’re going to be away from the computer.

3. Set starting lineups each week according to the rules. Any owner who does not set a lineup for two consecutive weeks, without prior notice to the Commissioner, will be removed from the league and a replacement owner will be found. Said owner will also NOT receive a refund of his or her league fee, if applicable.

4. Be respectful to your fellow owners. Respond to trade offers in a timely manner. Avoid using any foul language on the league message board, chat room, or e-mail. While a certain level of smack talk is allowed and encouraged, insults, personal attacks, and inflammatory or taunting acts will not be tolerated. The Commissioner will have total authority in drawing the line between trash talking and the above mentioned acts. This will be strictly enforced.

Removing an Owner. If an owner is considered by the Commissioner to be conducting himself in a manner not in the Best Interest of the League or DETRIMENTAL to the league, the owner may be removed. If an owner feels it is necessary to attack the league or any of its' owners in any form, then it is in their best interest to find a different league. A refund of the entry fee will be determined by the league and any refund will affect the prize money.

19. Entry Fee:

Since the Prime Time Dynasty League is a dynasty league, I expect owners to remain with the league for many years. To deter owners from leaving after one year, each owner will pay an initial franchise fee of $20 ($30 starting in 2020). Half of the franchise fees collected each year go into the progressive pot. The other half will automatically go towards an owner's entry fee in their 3rd year. New owners will pay the franchise fee their first year.

The total fee for the 2019 season is $90.00 ($70 in subsequent years). The entry fee deadline for the first year is March 11, 2019 (2nd Friday in May 2020). Replacement owners will be sought to take over teams who have not paid their entry fee once the deadline passes.

20. Prize Money:

Prize payouts are mailed promptly during the week following the conclusion of the NFL regular season (Week 17).

Prize distribution is intentionally diverse to allow more people a shot at winning prize money while still giving the league champ a decent prize for winning the league championship.

21A. Progressive PTD JackPot:

Seed money for the Progressive PTD Jackpot will be from the franchise fees (half) of new owners. (Inaugural season $120 total)

2019 - $120
2020 - $160 + half of any new franchise fees
2021 - $200 + half of any new franchise fees

The jackpot money keeps building each year by approximately $40 and then pays out whenever a team wins their third League Championship.

You win the jackpot every time you win three (3) championships. So the owner that wins the jackpot the first time would have their win count reset to zero.

Owners who may already have one or two championships under their belts keep accumulating wins until they reach three (3) championships. Only the jackpot winner gets reset.

20% of the jackpot will be held back to seed the next jackpot.
